Local Government Changes, Cancellations, & Closings

Effective March 23rd, kennel walk-throughs will be limited. Animals will be brought outside to the playground to have a one-on-one meeting with interested adopters. Potential adopters are referred to the shelter’s Facebook page @WarrenCountyAnimalArk. Visitors will not be allowed beyond the adoption rooms. Rabies vaccinations will stop until further notice. Animal Control will be available Monday- Friday from 8:30 am to 5 pm and on-call during weekends.
Warren County Cooperative Extension will maintain regular office hours; however, the doors will be closed to the public. Please call Cooperative Extension at 257-3640. The following Cooperative Extension events have been cancelled:

The Warren County Detention Center has suspended all visitation requests; attorneys must get prior approval to visit their client. Weekly religious visits from clergy have been suspended. The Detention Center lobby area is limited to official business only. Each incoming detainee will be properly screened upon arrival and extra hygiene supplies have been distributed to detainees.
The Warren County Finance Office is closed to the public. Staff will be on site to handle operations. Public should use the drop box as needed.
Effective March 23rd, the Warren County Health Department will see visitors by appointment only (Health and Environmental Health). Customers will be asked screening questions prior to coming in for appointments. To make a medical appointment, please call (252) 257-1185. If you need a WIC appointment, please call (252) 257-2116. Environmental Health customers should call (252) 257-1538. Visitors will only be allowed to bring one additional person with them to appointments. The Warren County Health Department is canceling two community events that were scheduled during public health week. They are: Annual Health Fair (April 7th, Armory) and the Child Health Celebration (April 8th, Health Department).
Landfill/Transfer Station/Convenience Sites
The transfer station/landfill will be open normal hours (7:30 am to 4pm) and convenience sites will operate on the regular schedule. Landfill customers should pick-up envelopes in the breezeway of Public Utilities and submit payments via the Public Utilities drop box on the side of the building. The Warren County Memorial Library will be closed to the public starting Wednesday, March 18th. During this time the library staff will be on site and available by phone Monday-Friday from 8:30 am - 5:00 pm. For information and assistance with online resources, please call staff during this time. All renewal dates will be extended. Patrons are asked to use book drop to return all materials. 9th Judicial District Magistrates
Magistrates will not conduct any marriages until further notice.
Superior and district court has resumed at the Warren County Courthouse. The grand jury will meet this week as well. Safety measures have been put in place. The number of people allowed in the courtroom will be limited to 50, including court officials; anyone scheduled to make a court appearance should come alone. Planning & Zoning & Code Enforcement
Planning & Zoning and Code Enforcement will conduct appointments as needed. Staff will be available Monday-Friday from 8:30 am – 5:00 pm. Customers seeking permits are asked to contact staff at via the telephone. Inspectors will continue to conduct inspections. Warren County Public Utilities customers are asked to pay their bills online, over the phone, or via the drop box on the side of the building (please include acct# and/or address on envelope). Public Utilities staff will still be on site and will continue to take calls at 252-257-3645 and new services via fax 252-257-3979. To pay online with a credit or debit card, please use the jurisdiction code 3966 (convenience fees still apply). Online payments can be made at https://www.warrencountync.com/131/Online-Payments. To make payments with debit or credit over the phone, customers can call 1-800-272-9829 (jurisdiction code 3966; convenience fees still apply). Customers wishing to avoid convenience fees should use the on-site drop box located at Public Utilities (712 US Hwy 158 Business, Warrenton).
Recreation (Warren County Parks and Recreation Department)
Spring sports practice and all events at the Warren County Recreation Complex are suspended until further notice. The John Graham Gym is currently closed through April 29th. Anyone needing to communicate with Parks and Recreation staff should first call 252-257-2272. Effective March 23rd, the Parks and Recreation employees will be on site and will answer phone calls and emails.
The Easter Egg Hunt scheduled for April 11th has been cancelled.
As of March 23, 2020 at 5:00 pm, all Warren County, Warren County Schools, Town of Norlina, and Town of Macon playgrounds, basketball courts, and pickleball courts are closed to the public. Team sports are also prohibited at these facilities as well.
Register of Deeds
The Register of Deeds will be issuing marriage licenses by appointments only. Please call the Register of Deeds office at 252-257-3265 to make an appointment.
Effective March 23rd, public access to the Register of Deeds will be limited. There will be a drop box by the door so that documents can be dropped off for recording. This box will be checked frequently throughout the day. If customers need a Plat Map recorded, please call the Register of Deeds at 252-257-3265 to let staff know. Map and payment will be taken at the door. Customers will wait in the hallway while map is recorded. The public is strongly encouraged to request certified copies of birth, death and marriage licenses by calling 252-257-3265, or go to www.warrenrod.org to complete an application and bring with them. To obtain Renew Notary and file military discharge, please call 252-257-3265 for further instructions.
The Warren County Senior Center will be closed to seniors and the general public starting Wednesday, March 18th. Staff will still be on site to answer phone calls. The home-delivered meals service will continue as normal; those seniors that typically come to the center for congregate meals can be switched to home-delivered meals by request (criteria must be met). Seniors with need must call the Senior Center to request the home-delivered meals program. Those individuals needing to purchase liquid nutrition should call the Senior Center and set up an appointment. The Warren County Senior Center can be reached by phone Monday-Friday from 8:30 am – 5:00 pm at 252-257-3111.
The Warren County Sheriff’s Office will remain locked until further notice. Please call 252-257-3364 with business-related questions/concerns. Anyone needing to enter the Sheriff’s Office will be screened. You can also request information through our email firstname.lastname@example.org. If you are requesting after 5:00 pm, weekends, or holidays the contact number is 252-257-3456. No finger printing will be done until further notice. There will be no more than 2 occupants in the waiting area at one time.
Effective March 27th, the Warren County Department of Social Services will see visitors by appointment only. Paper applications for Work First, Medicaid, Food and Nutrition, and LIEAP will be available in the lobby during regular business hours. Residents may submit applications via fax, mail, or the drop-box. Residents are also encouraged to apply for Medicaid and/or Food and Nutrition benefits online at epass.nc.gov. A caseworker will phone individuals to complete an interview if you choose to apply using one of these methods. Department of Social Services employees will be on site and will answer phone calls and emails Monday-Friday from 8:30 am – 5:00 pm.
Effective March 30 Food and Nutrition Services, Medicaid, and Work First recipients can obtain fishing licenses by calling Warren County DSS at 252-257-5000.

Effective Monday, March 23rd, 2020, the tax office will be closed to the public (appointments as necessary) until further notice from the County. All collections staff will report as normal and assist taxpayers with phone, online or telephonic payment of tax bills. All assessment staff will report as normal to assist taxpayers via phone, or email. Operations will continue as normal via phone, email, scan, fax and mail. Town of Norlina
The Town of Norlina will be conducting all business via their drive-through window. The Town of Norlina is located at 139 Hyco Street, Norlina. Please call the Town of Norlina at 252-456-3325.
Town of Warrenton
In-person visits to Warrenton’s Town Hall are now restricted, and the doors to the building will be locked. A notice explaining procedures will be on the door. Please call the Town of Warrenton at 252-257-3315. Water customers that typically pay water bills at town hall will now need to pay their bills in the drop box, by bank draft or by credit or debit card over the telephone in keeping with the social distancing recommendation due to health concerns related to COVID-19.
Veteran Services has suspended in-person meetings. Clients submitting documentation can email or fax documents into the office. Interviews will take place over the telephone. To contact Veteran Services, please call 252-257-3385.

Warren County Government Meetings
The Board of Adjustment Public Hearing originally scheduled for March 23, 2020 and then rescheduled for April 8th has been postponed.
The Warren County Local Emergency Planning Committee (LEPC) meeting on April 2, 2020 is postponed until further notice.
